6 กรกฎาคม 2563 ผู้แทนพิเศษของอินเดียและจีนว่าด้วยเรื่องเขตแดน –นายอาจิต โดวัล (Ajit Doval) ที่ปรึกษาด้านความมั่นคงแห่งชาติของอินเดีย และ ฯพณฯ นายหวัง อี้ (Wang Yi) มนตรีแห่งรัฐและรัฐมนตรีว่าการกระทรวงการต่างประเทศของจีนได้สนทนาทางโทรศัพท์กันเมื่อวันที่ 5 กรกฎาคม 2563 โดยผู้แทนพิเศษทั้งสองฝ่ายได้แลกเปลี่ยนความคิดเห็นแบบเชิงลึกอย่างตรงไปตรงมาเกี่ยวกับสถานการณ์ล่าสุดในเขตตะวันตกของพื้นที่ชายแดนอินเดีย-จีน ผู้แทนพิเศษของอินเดียและจีนเห็นพ้องกันว่าทั้งสองฝ่ายควรปฏิบัติตามแนวทางจากฉันทามติของผู้นำของทั้งสองประเทศว่าด้วยการรักษาสันติภาพและความสงบสุขในพื้นที่ชายแดนอินเดีย-จีน ซึ่งถือเป็นแนวทางที่สำคัญในการพัฒนาความสัมพันธ์ทวิภาคีของทั้งสองประเทศและทั้งสองฝ่ายไม่ควรให้ความแตกต่างนำไปสู่ข้อพิพาท ดังนั้น ผู้แทนพิเศษทั้งสองจึงเห็นตรงกันว่าทั้งสองฝ่ายจำเป็นต้องถอนกำลังทหารออกจากเส้นควบคุมแท้จริง (Line of Actual Control: LAC) ให้เร็วที่สุดและลดความตึงเครียดในบริเวณพื้นที่ชายแดนอินเดีย-จีนเพื่อฟื้นฟูสันติภาพและความสงบ นอกจากนี้ ทั้งสองท่านยังมีความเห็นร่วมกันว่าทั้งสองฝ่ายควรดำเนินขั้นตอนการถอนทหารออกจากแนว LAC ให้เสร็จสมบูรณ์โดยเร็ว และควรดำเนินขั้นตอนต่างๆเพื่อลดความตึงเครียดในพื้นที่ชายแดนอินเดีย-จีนอย่างจริงจัง ผู้แทนพิเศษทั้งสองย้ำว่าทั้งสองฝ่ายควรเคารพและปฏิบัติตามข้อตกลงว่าด้วย LAC อย่างเคร่งครัดและไม่ควรดำเนินการใด ๆ ฝ่ายเดียวเพื่อแก้ไขสถานการณ์ปัจจุบัน ทั้งสองฝ่ายควรทำงานร่วมกันเพื่อหลีกเลี่ยงเหตุการณ์ในอนาคตที่อาจส่งผลกระทบต่อสันติภาพและความสงบสุขในพื้นที่ชายแดน ผู้แทนพิเศษทั้งสองเห็นพ้องกันว่าเจ้าหน้าที่ทางการทูตและทหารของทั้งสองฝ่ายควรหารือกันต่อไป ซึ่งดำเนินการภายใต้กรอบกลไกการทำงานเพื่อให้คำปรึกษาและประสานงานด้านกิจการชายแดนอินเดีย – จีน (Working Mechanism for Consultation and…
