Standard Procedure for Entry Application For Non-Thai Nationals Who Are Spouses and Children of Thai Nationals

As per Clause 3 (1) of the Regulation issued under Section 9 of the Emergency Decree on Public Administration in Emergency Situations B.E. 2548 (No. 1), an exempted person, as prescribed pertaining to necessity by the Prime Minister or Chief Official responsible for remedying the emergency situation, may be allowed to enter into the Kingdom of Thailand.  In this regard, a non-Thai national spouse or children of a Thai national in urgent need to enter the Kingdom may apply for such permission.

  1. The Royal Thai Embassy in New Delhi and Royal Thai Consulates-General in Chennai, Kolkata and Mumbai will consider the request(s) of a non-Thai national spouse and/or children of a Thai national on a case-by-case basis, based on reasons of urgency and humanitarian considerations. The request will then be forwarded to the Ministry of Foreign Affairs of Thailand in Bangkok for a decision.
  2. The required documents are as follows.

2.1 For non-Thai national spouse:

2.1.1  A copy of the valid passport;

2.1.2  A copy of the Thai spouse’s valid passport or ID card;

2.1.3 A copy of the marriage certificate or other documents which certifies the  marriage;

2.1.4  A letter stating the need for entry into Thailand;

2.1.5  A copy of a valid Thai visa (if any);

2.1.6 A health insurance policy covering treatment and medical expenses related to COVID-19 with a minimum coverage of USD 100,000.- (US Dollars one hundred thousand);

2.1.7 A COVID-19-free Health Certificate issued no more than 72 hours before the date of travel;

2.1.8  A Fit to Fly/Fit to Travel Health Certificate issued no more than 72 hours before the date of travel;

2.1.9  A copy of the air ticket reservation;

2.1.10 Document showing reservation for Alternative State Quarantine (ASQ) facility for a period of 14 days from the date of the arrival at his/her own expense. (List of ASQ facilities is available at http://hsscovid.com); and,

2.1.11 A copy of the Declaration Form, completely filled-in and signed (as Attachment).

2.2 For non-Thai National child/children:

2.1.1  A copy of the valid passport;

2.1.2  A copy of Thai parent’s valid passport or ID card;

2.1.3 A copy of the birth certificate or other documents to certify   relationship with Thai parent;

2.1.4  A letter stating the need for entry into Thailand;

2.1.5  A copy of a valid Thai visa (if any);

2.1.6 A health insurance policy covering treatment and medical expenses related to COVID-19 with a minimum coverage of USD 100,000.- (US Dollars one hundred thousand);

2.1.7  A COVID-19-free Health Certificate issued no more than 72 hours before the date of travel;

2.1.8  A Fit to Fly/Fit to Travel Health Certificate issued no more than 72 hours before the date of travel;

2.1.9  A copy of the air ticket reservation;

2.1.10 A reference/document showing reservation for Alternative State Quarantine (ASQ) facility for a period of 14 days from the date of the arrival at their own expense. (List of ASQ facilities is available  at http://hsscovid.com); and,

2.1.11 A copy of the Declaration Form completely filled-in and signed (as Attachment).

  1. The above-mentioned non-Thai nationals may submit the aforementioned documents according to their place of residence in India as follows.

3.1 Those residing in New Delhi, Arunachal Pradesh, Assam, Haryana, Himachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Tripura, Uttarakhand, Uttar Pradesh, Chandigarh, Dadra and Nagar Haveli, Daman and Diu, Lakshadweep and Jammu and Kashmir and Ladakh may submit the required documents to the Royal Thai Embassy in New Delhi via the e-mail thaidel.consular.coe@gmail.com

3.2 Those residing in Tamil Nadu, Karnataka, Andhra Pradesh, Kerala, Telangana and Puducherry may submit the documents to the Royal Thai Consulate-General in Chennai via the e-mail thaiconsulate.CNN@mfa.mail.go.th

3.3 Those residing in Bihar, Odisha, West Bengal, Jharkhand, Chhattisgarh and Andaman and Nicobar Islands may submit the documents to the Royal Thai Consulate-General in Kolkata via the e-mail thaiconsular.ccu@gmail.com

3.4 Those residing in Maharashtra, Gujarat, Madhya Pradesh and Goa may submit the documents to the Royal Thai Consulate-General in Mumbai via the e-mail thaiconsularmumbai@gmail.com

  1. Should the Ministry of Foreign Affairs of Thailand approve the request(s) for entry into Thailand, the Royal Thai Embassy or the Consulate-General concerened will issue a Certificate of Entry (COE) to the non-Thai national. If a new entry visa is necessary, the appointment for a visa application will be scheduled in due course.
  2. Attention

5.1 The non-Thai national(s) will have to present the COVID-19-free Health Certificate and a Fit to Fly/Fit to Travel Health Certificate issued not more than 72 hours before departure to the Royal Thai Embassy or the Consulate-General concerened
in order to obtain the COE and the visa (if needed).

5.2 The non-Thai national must agree to a 14-day quarantine at the Alternative State Quarantine facility from the date of arrival to Thailand.
